Job Vacancy at the Parish Council

The Parish Council is seeking to recruit a new Parish Clerk/Responsible Financial Officer:

PARISH CLERK AND RESPONSIBLE FINANCIAL OFFICER (RFO)

Location: Oliver’s Battery Parish Council, Winchester, Hampshire

Hours: 12 hours a week

Salary: £25,419 to £28,226 pro rata negotiable, depending on qualifications and experience.

Role: The Council are seeking to appoint a motivated proactive person to the position of Parish Clerk and RFO.

Oliver’s Battery is a small Parish on the edge of Winchester in Hampshire with seven councillors that meets on the first Tuesday of every month, with the exception of August.

The new Clerk/RFO will be required to work primarily from home and the Council will provide a Laptop, Printer and external hard drive for the sole use of the Clerk/RFO and a subscription to Microsoft 365.

This post includes overall administration, support and advice for all of the Council’s activities, including managing the Council’s website and social media, and managing the Council’s financial affairs (see Job Description and Person Specification for details).

While there are separate specific requirements for Clerk and RFO, the current post holder has carried out both these roles, and the Council are seeking someone who can continue this arrangement. A planned transition period will allow for a comprehensive handover of duties.

The new Clerk/RFO’s salary will be based on qualifications, skills and experience but will be assessed using the National Association of Local Council’s Salary Scale LC2 SCP 18 – 23 which is £13.21 – £14.67 per hour. The successful candidate would be enrolled in the Local Government pension scheme.

Candidates should either be CiLCA qualified or be prepared to work towards this qualification, with the help and support of the Council.

Specialist training to support the Council activities will be provided.

M3 9 to 14 safety barrier improvements closure bulletin week commencing 7 March 2022

Preparation work for the M3 9 to 14 safety barrier improvements project, which involves verge, drainage, and cabling work is still underway. This is essential because traffic will be using the existing hard shoulder while we work in the central reservation later this year.

To get the hard shoulder ready perpetration work continues under daytime hard shoulder closures. Some planned overnight lane closures, carriageway and/or slip road closures are needed to carry out work activities. All overnight traffic management for lane closures, carriageway and/or slip road closures will usually be rolled out from 9pm and taken off by 6am.

 Planned slip road closures for this week are:

  • M3 junction 9 – the M3 junction 9 southbound entry slip road will be closed overnight on Wednesday 9 March 2022.
  • Diversion: Join the A272 southbound on to the A31 southbound to the join the M3 at junction 10 southbound.
  • M3 junction 11 – the M3 junction 11 southbound exit slip road will be closed overnight on Thursday 10 March 2022.
  • Diversion: continue on the M3 to junction 12 southbound, exit and turn around and re-join the M3 at junction 12 northbound and exit the M3 at junction 11
  • M3 junction 14 / M27 junction 4 – the M3 junction 14 southbound link road to M27 junction 4 eastbound will be closed overnight on Wednesday 9 and Thursday 10 March 2022.
  • Diversion: Continue on the M3 southbound through junction 14 to the Chillworth roundabout (A27), turnaround and re-enter the M3 junction 14 northbound and exit the M3 at junction 13 northbound, join the A335 eastbound (Leigh Road), then head southbound on to Passfield Avenue, head west on Chestnut Avenue to Stoneham Lane roundabout, head southbound to the M27 junction 5 eastbound.

Collections for Ukrainian Refugees
