The Parish Council is seeking to recruit a new Parish Clerk/Responsible Financial Officer:
PARISH CLERK AND RESPONSIBLE FINANCIAL OFFICER (RFO)
Location: Oliver’s Battery Parish Council, Winchester, Hampshire
Hours: 12 hours a week
Salary: £25,419 to £28,226 pro rata negotiable, depending on qualifications and experience.
Role: The Council are seeking to appoint a motivated proactive person to the position of Parish Clerk and RFO.
Oliver’s Battery is a small Parish on the edge of Winchester in Hampshire with seven councillors that meets on the first Tuesday of every month, with the exception of August.
The new Clerk/RFO will be required to work primarily from home and the Council will provide a Laptop, Printer and external hard drive for the sole use of the Clerk/RFO and a subscription to Microsoft 365.
This post includes overall administration, support and advice for all of the Council’s activities, including managing the Council’s website and social media, and managing the Council’s financial affairs (see Job Description and Person Specification for details).
While there are separate specific requirements for Clerk and RFO, the current post holder has carried out both these roles, and the Council are seeking someone who can continue this arrangement. A planned transition period will allow for a comprehensive handover of duties.
The new Clerk/RFO’s salary will be based on qualifications, skills and experience but will be assessed using the National Association of Local Council’s Salary Scale LC2 SCP 18 – 23 which is £13.21 – £14.67 per hour. The successful candidate would be enrolled in the Local Government pension scheme.
Candidates should either be CiLCA qualified or be prepared to work towards this qualification, with the help and support of the Council.
Specialist training to support the Council activities will be provided.
